Joe Biden to Invest $70 Million in HBCU's

Joe Biden has been struggling in the polls ahead of Bernie Sanders's rising popularity, and now the 77 year-old presidential candidate has taken to Twitter in hopes of gaining some more of the young vote.

Biden announced Wednesday that he plans to invest $70 million in HBCU's and minority serving institutions.

"Historically Black Colleges and Universities have always been the heartbeat of our country’s fight for justice. That’s why I’ll invest $70 billion in HBCUs and Minority-Serving Institutions," Biden says in the tweet.

He already has strong support from the black community, but this announcement could be big for his campaign in getting younger people to vote for him, who right now are overwhelmingly supporting Bernie's campaign. Democratic candidates have all announced plans of some sort to help fund HBCU'S, but Biden's plan is certainly the biggest yet, and could change the tides in the polls ahead of the caucuses and eventually the primaries.
