In a recent Interview with Benny Boom the director of "All Eyez on Me", he spoke about Nipsey Hussle and his legacy, revealing that at one point the Los Angeles rapper was set to play Snoop Dogg in the film stating: "It's crazy because I didn't realize, as much as I knew Nipsey, I didn't realize how much he was driving things in his community, and to take him out of L.A. for that amount of time that we needed to come to Atlanta where we shot, would've just threw him off his square a little bit. Just the timing didn't work out.".
So it looks as if Nipsey was down to play Snoop but because of music and touring amongst other scheduling conflicts it didn't line up for him to star in the film.
