NYC Mayor Bill de Blasio is heading to Albany today to testify before the legislature's budget committees to try and convince lawmakers to approve a tax hike on the rich to fund universal pre-K. De Blasio and Governor Cuomo both support universal pre-K, but they disagree on how to fund the program.

Cuomo has already said that the state will fund the program with existing money in the state budget, but de Blasio is adamant about using a tax hike on the wealthy to pay for the program. The mayor is also worried that Cuomo's plan may not deliver enough money for the program, according to New York Magazine.

NYMag also notes that this standoff could set the tone for Mayor de Blasio's relationship with Governor Cuomo.
